Environmental Pre-Feasibility Study - EIA Preliminary Screening concerning the 2013 - 2023 Update of the Airport Development Plan of Naples International Airport
PROJECT DESCRIPTION
Naples International Airport had adopted a Development Plan (Master Plan) which took into account scenarios up to 2020. In 2008 the plan obtained the compatibility with environmental requirements following a decree issued by the Ministry of the Environment, Land and Sea.
The necessity for a revision of 2020 Master Plan derives from:
• the clear reduction in the number of reported aircraft movements, compared to the forecast;
• the will to ensure high-quality and flexible services;
• normative requirements concerning the air side area.
The update of the Development Plan affects both the air and land side areas of the airport.
More specifically, the review follows the subsequent guidelines for the development of the airport infrastructures:
• maintain a high level of service in line with the expected traffic growth;
• optimize the use of existing buildings and infrastructures to reduce the operating costs and to decrease the impact on the surrounding environment;
• maximize the project flexibility in order to be proactive to changes in the future scenario;
• minimize the risk of investment losses caused by possible variations in the levels of traffic growth;
• increase the number of infrastructures dedicated to road connections and circulation to control the passenger flow and improve the safety in the entire airport area;
• improve terminal structure.
The Master Plan revision was subjected to an Environmental Pre-Feasibility study aimed at requesting an EIA Screening process. The new 2013-2023 Development Plan sets up a partially modified airport structure adjusted on a lower number of aircraft movements and resulting decreased traffic. The Plan has met all the conditions for being granted the environmental compatibility. Therefore the new structure is not likely to have a significant environmental impact on the territory although it alters the functional layout of the airport. For this reason, it was decided to submit the project to an EIA Screening process.
