Environmental Impact Study for the quay construction project in the south side of Cagliari Port Manoeuvring Basin
PROJECT DESCRIPTION
The Environmental Impact Study (EIS) regards the final project of the dock construction works in the south side of Cagliari Port manoeuvring basin, subjected to the EIA (Environmental Impact Assessment) procedure in compliance with DPCM n.377 dated 10/8/1988 and subsequent amendments.
The motivations behind the proposed interventions are part of a broader plan set to redefine the structure of Cagliari port area, as defined by the Port Master Plan which identifies the improvement of the traffic of conventional goods as one of the actions able to enhance the formal and functional redevelopment of the Old Port and surrounding urban areas.
The works involve three main zones: quays, working areas on the back of piers and the manoeuvring yard.
PROJECT CHARACTERISTICS
Taking into account the features of the port environment, the main components affected by the project are the different and co-existing ecosystems: the lagoon, the sea one and the anthropic one. These components were analyzed with great attention and detail.
The water environment represents another important component subject to a detailed study which included a preliminary characterization of its status in relation to the surface water network, also based on the available scientific documentation. In particular this study was focused on the circulation and exchange of sea and lagoon waters as well as on the analysis of the climate conditions.
In compliance with the methodological approach set out in the Environmental Reference Framework, it was decided to hypothesize and verify the validity of the mitigation measures envisioned for the area. In this way it was possible to set a proactive aspect to the Framework and a close integration with the design project.
A detailed Environmental Implication Assessment (VINCA procedure) was performed on the relevant site (SIC) “Stagno di Cagliari, Saline di Macchiareddu, Laguna di Santa Gilla” which resulted involved in the project.
This Assessment was considered compliant to annex G of the Presidential Decree no. 357 of December 8th ,1997, Implementation of the Habitats Directive. In addition, VDP carried out a Landscape Inclusion Design with the definition of suitable vegetation addition and design in order to mitigate the impact of the works on the surrounding area. The planned vegetation intervention helps and enhances the integration of the port area within Cagliari lagoon system through the arrangement of natural elements, consistent with the nature of the place.
