PROJECT DESCRIPTION

The project is included in an overall plan of decommissioning activities of SOGIN Plant in Borgo Sabotino (Latina), defined within the Environmental Compatibility Decree, approved by the Ministry of the Environment and Protection of the Land and Sea, in 2011.

The environmental authorisation was affected by the following of several prescriptions like drawing up an executive design of environmental and natural restoration of areas to restore, including the area contiguous with Fosso Moscarello.

In 2012, according to these prescriptions, Sogin developed a preliminary design of environmental restoration, which was subsequently approved by the Ministry of the Environment, after the compliance verifying stage.

Moving from the preliminary stage to the executive and definitive one, SOGIN gave the task of review the overall goals of the environmental and restoration of the right side of the Fosso Moscarello to VDP. After that, VDP developed an executive design of actions, according to the Natural Engineering objectives.

Activities were divided into two work stages.

The first stage provided for a full revision of the previous design and an accurate analysis of locations, according to the Natural Engineering targets. That led to make assumptions about a series of possible actions to take along the main course of Fosso, with the aim of ensuring the maximum effectiveness of the actions and the compliance with the targets set.

The second stage was about the development of an executive rewilding design.

The project complies with conditions aimed at ensuring the hydraulic balances and the morphological features:

The shape of the bank cannot be changed compared to the pre-renovation state;

Keep safe the current hydraulic conditions (water regime and hydraulic dangerous conditions), also during the transitional period of the equipment’s installation of the project.

Furthermore, special attention was given to the replanting of plant species, in accordance with the following criteria:

- Compatibility with the site phytoclimatic conditions;

- Compatibility with the ecological characteristics of the site;

- Increase of the local biodiversity.

In addition to the intervention measures on vegetation (control of Arundo Donax plant life, control of Robinia plant life, new installations areas, measures of vegetation strengthening) the project involves Natural Engineering measures to guarantee: the security of the bank and its resistance to the erosion when the ditch floods; the demolition and the rebuilding of a weir, with the same shape, to connect Fosso Moscarello to another smaller ditch. The goal is to encourage animal movements, removing the existing barrier.

SPECIFICITY OF THE STUDY:

The project has been presented at the “Italian Convention of fluvial restoration” organized by Cirf, Emilia-Romagna and Consorzio di Bonifica dell’Emilia Centrale. The convention held on 22-24 October 2017 in Bologna.
