Environmental Pre-feasibility Study and Expert Reports regarding the project of the 150 kV overhead single-circuit transmission line between Paternò and Belpasso electrical substations
PROJECT DESCRIPTION
The project concerns the construction of the 150 kV overhead single-circuit transmission line between Paternò and Belpasso electrical substations, in the Province of Catania, Sicily.
The power line project covers a wide area starting from “Santa Lazzara” upland in Paternò municipality where the existing support (no. 22bis) of the power line “Paternò – Paternò” is located. After a short span in the north-east direction, the new transmission line reaches “Sorgente Acquarossa” in Belpasso municipality. After the provincial road no. 184, the power line continues through “Sciara Sipala”, “Tre Are” and “Giovencheria” districts until it crosses a local road named “Mulini” reaching “Vignale” district. Eventually it enters the Belpasso electrical substation connecting to its network.
The line construction permits the development of the following expected and immediate benefits:
- improvement of the electric power distribution system, favouring the use of the 380 kV network which allows lower distribution losses and more efficiency, with resultant environmental advantages such as lower CO2 emission and reduced energy consumption;
- increasing reliability of the network along with the reduction in the frequency of interruptions of energy supply. This is possible thanks to the enhancement of the connection between two important network points: the 380/150 kV electric substation of Paternò and 220/150 kV Misterbianco substation.
The following studies were carried out in order to design the new power line:
- Environmental Pre-feasibility Study in compliance with the Legislative Decree 152/06 (article no. 20) and subsequent modifications and additions;
- Landscape study following the provisions of D.P.C.M. of 12 / 12/2005;
- Preliminary Geological Report;
- Preliminary Archaeological Report;
- Due Diligence concerning the management of excavated soil and rocks.
PROJECT CHARACTERISTICS
The Environmental Pre-feasibility Study was conducted in compliance with Legislative Decree 152/06 (article no. 20) and subsequent modifications and additions and with the “Guidelines regarding projects subjected to the screening stage of the Environmental Impact Assessments procedure and falling under the competence of autonomous regions and provinces” (D.M. 30/03/2015). Its objective was to provide the necessary information to carry out the screening stage of the Environmental Impact Assessment.
In the context of the preparation of the Landscape Study, photo renderings of the pre and post- construction stages were developed in order to evaluate the inclusion of the infrastructure in the surrounding area.
The Preliminary Geological Report was aimed at analyzing the work pre-feasibility, through preliminary geological and hydrogeological analyses (gathering of available bibliographic data, area surveys, preliminary geological investigations etc…). The report also allowed to define a preliminary geological model comprising of potential geological problems related to the power line construction.
For what regards the Archaeological Report, specific survey activities were performed in order to draft the related documents along with their photographic documentation. Moreover the activities concerning the archaeological study also focused on the relation with the competent Authorities.
Through the due diligence the following activities were organized:
- the schedule of the investigations to perform in the detailed technical design and aimed at obtaining a characterization of the areas involved by the project;
- the management of excavated soil and rocks resulting from the construction activities.
