Urban Traffic Plan for Municipality of Rapallo

PROJECT DESCRIPTION 

The City of Rapallo had to proceed to the completion of studies concerning the revision of the Urban Parking Programme and the Rationalization Plan of Tourist Mobility with the elaboration of the Urban Traffic Plan.
VDP has drafted the Urban Traffic Plan, in line with the existing urban planning directives and referred to the entire municipal territory, with a focus on the town area, as defined according to Article. 4 of Decree 285/1992: New Road Code.

The goals of the Urban Traffic Plan were the improvement of traffic conditions and road safety, air pollution and noise reduction with consequent energy savings, the harmonization with the existing planning instruments and the respect of environmental values, as required by Article. 36 of the aforementioned New Road Code.

The contents of Urban Traffic Plan concerned:
- The hierarchy of roads;
- The road maps (information about roads: physical structure, elements, junctions, signs, etc.);
- The scheme of circulation and traffic controls;
- The system and discipline of  parkings;
- Pedestrian areas and areas for mobility (cycling, handicapped etc.). and the identification and demarcation of restricted traffic areas and restricted privileged traffic areas;
- The public transport system;
- Network Adjustments to solve its specific problems;
- Data Collection Program (resident population, population, vehicle fleet, daily movements, movements of goods, daily traffic volumes, quantification of the stops, offer of spaces for parking on private land).

PROJECT CHARACTERISTICS

The following activities have been performed:
- Analysis of the network and circulation;
- Analysis of parkings;

Special sample surveys have been carried out, analyzing the duration of parking time and saturation levels;
- Detection of traffic flows - development of simulation model. Analysis of vehicle mobility through the detection of two-way flows of equivalent vehicles (pneumatic traffic counters) in corrispondence of access roads to the city centre.

The surveys have been carried out in day and night time slots in different seasonal periods, with peak and off peak demand .
Interviews have been conducted on working days, during normal periods of traffic, from 7.00 am to 7.00 pm.

- Support to the Municipal administration.
