Environmental impact study for the Technical and Economic Feasibility (TEF) project for the new railway line Passo Corese – Rieti

Description

The procedure involves the construction of a new single-track electrified railway line of approximately 49 km between Passo Corese (a hamlet of Fara Sabina) and Rieti. The aim is to improve accessibility to the national railway network for the areas between the two municipalities and to reduce travel times by rail between the two centers, making it competitive with road transport. The new line will also provide direct connections between Rieti, Rome and Fiumicino Airport. A new station is planned at an intermediate location, within the municipalities of Scandriglia and Poggio Moiano. Additionally, three new service areas, functioning as passing loops (signalling control), are planned: one between Fara Sabina and Osteria Nuova and two between Osteria Nuova and Rieti.

Previously, the project was included among the “strategic infrastructure” under law 433/2001 (commonly known as the “Objective Law”) and was already subject to preliminary design approval in 2003 for the entire route, and final design approval in 2006 for the first functional section between Fara Sabina and Osteria Nuova.

Given the need to relaunch the project – which in the meantime had ceased to fall under the Objective Law – it became necessary to develop a new Technical and Economic Feasibility Project, in order to update the previous design in line with the new regulations and evolving functional requirements.

The project, developed using the BIM (Building Information Modeling) methodology to facilitate communication among the parties involved and to improve the efficiency of the design, coordination, and management processes, includes the following interventions:

  • A new railway line developed through tunnels (natural and/or artificial), trenches, embankments, and viaducts;
  • Yards and technological buildings;
  • Electrical substation (the existing Fara Sabina SSE and a new SSE in Nerola);
  • Retaining structures;
  • A new station in “Osteria Nuova” and adapted to the Fara Sabina station;
  • Accessory roads;
  • Platform water drainage system;

As part of the project, VDP carried out the following environmental studies:

  • Environmental impact study, including a Non-Technical Summary;
  • Environmental monitoring plan;
  • Landscape report;
  • Screening for Appropriate Assessment and Appropriate Assessment Study;
  • Acoustic Study and related annexes;
  • Vibration study;
  • Green works project;
  • Environmental construction Management Plan;
  • Report on supply and disposal site;
  • Waste material management plan;
  • Survey of contaminated and potentially contaminated site.
