Action Plans – Milano Serravalle S.p.A. highways

PROJECT DESCRIPTION

The Action Plan was developed according to legislation (D.Lgs no. 194/2005) which transposes European Directive 2002/49 EC (Environmental Noise Directive – END): “Relating to the assessment and management of environmental noise”.
The plan is based on the analysis of the already completed noise mapping procedure and implements the studies prescribed in DMA of 29/11/2000.

PROJECT CHARACTERISTICS

The Action Plan concerns the major road infrastructures managed by Milano Serravalle – Milano Tangenziali S.p.A. and was divided in relation to zones inside Milan urban area (as identified in the aforementioned Legislative Decree no. 194/2005) and external zones.
It took into account anti-noise measures both in force and in preparation as stated in Annex 5, point h. Moreover, short and long term interventions were planned, evaluating and implementing the results of the noise action plan in accordance with DMA of 29/11/2000.

The noise mitigation measures that fall within the competence and ability of the infrastructure manager are carried out according to the following order of importance:

• Directly on the noise source, with the application of road surfaces able to reduce the propagation of sound waves;
• Along the path of sound propagation, thanks to the design of noise barriers with physical characteristics aimed at decreasing the noise levels on the critical receptors to values respectful of regulatory limits.
• Directly on the receptor, if the previous solutions are not sufficient.

As prescribed by D.Lgs. 194/2005, the plan projects refer to the existing situation as a function of the noise indicators Lden and Lnight. The noise maps, which highlight only the noise due to road traffic, were submitted in the form of:

• Chorography tables at a scale of 1:10,000;
• Numerical data arranged in statistical summary tabulations.
