SEA implementation at national, regional, provincial and local level with significant effects on the environment in terms of noise pollution
PROJECT CHARACTERISTICS
The aim of the study is to focus the relationship between plans that have significant effects on the environment in terms of noise pollution and the Strategic Environmental Assessment. The relations with the programmatic framework and the fallout on the same are also being analyzed. This analysis is conducted in consideration of the actual legislation, at the basis of the relationship between plans and assessments.
The result is a very complex picture that has been described in a fact-finding analysis that also included case studies.
It has been found that the noise issue and the relationships between planning and Strategic Environmental Assessment (SEA) is particularly relevant in the transport sector and, in particular, in the airport planning and in sectoral planning related to airport noise.
It is, undoubtedly, a complex issue even for the nature of legal aspects that may arise. These issues are especially significant for the related consequences on the planning and evaluation framework concerned, as is outlined by law.
The study, therefore, identifies a number of possible paths in order to solve the problems encountered, fully aware that this can be done by acting on the same rules that led to the above mentioned critical conditions. It is possible also to re-analyze the various levels of Plan concerned and a consequent and effective SEA of the same.
Considerations and proposals of the study contain a number of inputs that are simply meant to be a contribution to the debate even at Institutional Tables.
